Teams can be mixed, meaning alumni can come from different exchange programs and even different countries, as long as the proposal is submitted by eligible exchange alumni or an alumni association of U.S. government exchange alumni. No other types of organizations can apply on their own, although alumni teams are allowed to partner with nonprofits, NGOs, think tanks, and academic institutions to carry out activities.
