Opportunity Information: Apply for DOS NGA PD ABV FY22 001

The U.S. Embassy Abuja Public Affairs Section (PAS) Annual Program Statement is a call for proposals under its Public Diplomacy Small Grants Program. The goal is to fund projects that deepen U.S.-Nigeria ties through cultural, informational, and exchange-based activities that emphasize shared values and encourage cooperation. A core requirement is that every proposed project includes a clear American component, such as participation by a U.S. expert, partnership with an American organization or institution, or programming that helps audiences better understand U.S. perspectives and policy approaches in a relevant field.

The opportunity supports a wide range of public diplomacy-style programs. Typical examples include academic and professional lectures or seminars, exchange and speaker programs, arts and culture workshops and joint performances or exhibitions, cultural heritage conservation activities, training and empowerment initiatives, leadership and youth development programs (including sports), media-focused projects that reinforce democratic values such as press freedom, and initiatives that promote peace, security, and national unity. In general, proposals are expected to be practical, audience-facing, and clearly designed to create engagement and mutual understanding rather than purely internal organizational benefits.

PAS Abuja lists several priority program areas it intends to fund. One major priority is strengthening democratic governance, unity, and stability in Nigeria. Under this theme, the Embassy is interested in proposals that encourage citizen engagement at the state and local level (including state elections), youth political activism, and improved transparency and accountability in election administration and public-sector governance. Related activities can include civil society capacity building and support for credible media work, such as providing resources and verification techniques, improving election reporting practices, and drawing on U.S. experience to strengthen democratic institutions and norms.

A second major priority is building human capital to support inclusive economic growth and development, often in cooperation with American Spaces Nigeria. PAS highlights interest in programs that teach digital skills and green entrepreneurship, provide mentorship that improves employability and professional literacy, and expand STEM education, especially for schoolgirls from marginalized communities. Additional emphasis areas include leadership and peacebuilding through sports, in-person or virtual study opportunities with U.S. higher education institutions, stronger English language learning through curriculum development and teacher training, and community service or public awareness initiatives focused on climate change.

The Embassy also prioritizes projects that support Nigeria's response to COVID-19 and other infectious diseases. In this space, relevant activities may include awareness campaigns and media messaging, as well as programming related to sexual and gender-based violence awareness, prevention, and response. Another priority area is the preservation, restoration, and protection of Nigeria's cultural heritage, including training and capacity building for local professionals, educational and cultural exchanges for curators and conservators, and public awareness campaigns that elevate the value of heritage sites, objects, and traditions.

In addition, PAS is interested in proposals that nurture and activate networks of U.S. exchange program alumni in Nigeria around the grant's priority themes. One suggested approach is alumni-centered programming connected to key observance dates on the U.S. Mission calendar, such as World Environment Day (June 5), Nelson Mandela Day (July 18), World Day Against Trafficking in Persons (July 30), International Youth Day (August 12), International Day of Democracy (September 15), International Religious Freedom Day (October 27), Global Entrepreneurship Week (November 21), the International Day for the Elimination of Violence against Women (November 27), the International Day of Persons with Disabilities (December 3), and International Human Rights Day (December 10).

Geographically and audience-wise, this funding opportunity is focused on northern Nigeria and audiences in that region. At the same time, PAS clearly identifies activities it will not fund. Ineligible proposals include anything tied to partisan political activity, charitable or general social welfare projects, tuition support, individual travel to attend conferences, construction projects, programs supporting specific religious activities, fundraising campaigns, lobbying for particular legislation or government programs, scientific research, projects mainly intended to grow the applicant organization or build its internal capacity, and proposals that duplicate existing programs.

On eligibility, PAS encourages applications from both U.S. and Nigerian applicants, including registered nonprofit organizations (such as think tanks and civil society/NGOs with relevant programming experience), individuals, nonprofit or governmental educational institutions, and governmental institutions. For-profit or commercial entities cannot apply. Cost-sharing or matching funds are not required, which reduces barriers for smaller organizations or first-time applicants with strong program concepts.

There are a few administrative constraints applicants need to plan around. Each organization may submit only one proposal; if an organization submits more than one, all submissions from that organization are deemed ineligible. For organizations that receive an award, a DUNS number and active registration on SAM.gov are required (individual applicants are exempt from these registration requirements). The notice also flags the U.S. government transition away from DUNS to the Unique Entity Identifier (UEI) issued through SAM.gov, along with guidance for overseas organizations to obtain an NCAGE code as part of the SAM registration pathway.

From a funding mechanics standpoint, the opportunity is a discretionary program and uses a cooperative agreement as the funding instrument, meaning the U.S. government may expect more ongoing involvement or coordination than a simple grant. The listed award ceiling is $50,000. The funding authority is grounded in public diplomacy and exchange legislation, including the Fulbright-Hays Act and the Smith-Mundt Act, which govern and enable U.S. government international educational and cultural engagement. The opportunity was posted under the number DOS NGA PD ABV FY22 001, with an original closing date of May 31, 2022.
