Opportunity Information: Apply for PAS MOROCCO FY22 05

The U.S. Alumni Capacity Building grant (Funding Opportunity Number PAS-MOROCCO-FY22-05, CFDA 19.040) is a U.S. Department of State, U.S. Mission to Morocco funding opportunity managed by the Public Affairs Office (PAO) at the U.S. Embassy in Morocco. It funds a year-long package of alumni-focused capacity building and networking activities under the "Alumni Connect" brand, to be carried out during calendar year 2023. The program is designed to strengthen the skills, connectivity, and ongoing engagement of Moroccan alumni of U.S. Government exchange programs, with an overall target audience of roughly 300 alumni.

The core purpose is to create a structured set of trainings and convenings that help alumni develop practical project skills, build cross-cohort professional relationships, and stay connected to the U.S. Embassy and the wider alumni network. The opportunity emphasizes both professional development (especially project management and leadership) and community-building through in-person and virtual engagements, culminating in a high-visibility summit that showcases alumni work and encourages collaboration.

Applicants are expected to propose and implement several specific activity streams. First is an Alumni Capacity Building track: multiple training sessions (with several virtual sessions and at least three in-person sessions) focused on project management, paired with a small grants competition and mentorship from senior alumni. Second is Youth Alumni Training: in-person training and networking in Rabat for recently returned youth alumni, including engagement with U.S. Embassy officials, aimed at helping them build skills and remain active in the alumni network. Third is an Alumni Summit: a one-day showcase event featuring exhibits, panels, workshops, and speakers, plus a reception for around 200 alumni with the U.S. Ambassador. Fourth is Thematic Meetups: two separate themed series, each consisting of at least three engagements, convening alumni working in particular fields (examples given include environment and tech entrepreneurship) to deepen expertise, strengthen professional ties, and encourage collaboration across different exchange programs and age groups.

Beyond describing activities, proposals must clearly show the applicant can deliver full operational and programmatic support. This includes logistics such as arranging or reimbursing participant transportation, booking hotels when needed, securing conference space, and providing meals, receptions, and supplies. It also includes program design responsibilities: designing three youth alumni training and networking sessions in Rabat (with the third session aligned to the Alumni Summit), coordinating summit content such as panels, workshops, speakers, and exhibits, and building a monitoring and evaluation plan. The monitoring and evaluation approach must be approved by PAO and should use before-and-after surveys along with qualitative feedback to assess impact. The award also requires professional photography and videography to generate social media-ready content for PAO and to produce a wrap-up video covering all activities, subject to PAO approval.

Funding totals up to $150,000, with individual awards anticipated in the range of $100,000 to $150,000. The Embassy anticipated making one award (depending on the requested amount). The performance period is expected to be 6 to 12 months, with the possibility of renewal for up to three years, and the anticipated start date was January 15, 2023. The funds come from FY22 Smith-Mundt Public Diplomacy funds, and the notice notes that awards are subject to funding availability.

The funding instrument is a cooperative agreement, meaning the U.S. Embassy Public Affairs Office will be actively involved during implementation. PAO expects to provide input on alumni participant selection, the design and speaker lineup for each activity, and consultations on venues and key logistical decisions. In practical terms, applicants should plan for ongoing coordination and approvals rather than a fully hands-off grant.

Eligibility is limited to Moroccan registered associations or NGOs with non-profit status that are either led by alumni of U.S. Government exchange programs or can show a track record of implementing programs involving U.S. Government exchange alumni. Applicants also needed to meet standard U.S. government assistance requirements, including obtaining a UEI, NCAGE code, and full SAM.gov registration, as referenced in the broader eligibility requirements tied to the relevant NOFO guidance.

Applications were due by Sunday, June 26, 2022, by midnight, and had to be submitted electronically to Rabatgrants@state.gov. The application package required standard federal forms (SF-424, SF-424A, SF-424B), a project narrative in English, an applicant organizational information form, a detailed budget proposal in USD, and CVs for the director and key project personnel. The Embassy described a two-stage review process: an initial technical screening for eligibility and compliance, followed by evaluation by a Grant Review Committee made up of U.S. Mission Morocco personnel.
