Opportunity Information: Apply for SFOP0009524

The FY 2023 Community Solutions Program (CSP) is a U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) grant opportunity run through the Office of Citizen Exchanges. It is a discretionary funding opportunity (CFDA 19.415) offered as a cooperative agreement, meaning the awardee should expect substantial collaboration with ECA during planning and implementation rather than operating entirely independently. The program is designed as a global leadership and exchange initiative spanning multiple regions: Africa, East Asia and the Pacific, Europe and Eurasia, the Middle East and North Africa, South and Central Asia, and the Western Hemisphere. The central aim is to strengthen community-level problem solving by investing in emerging leaders who are already actively working on economic, environmental, political, and social challenges in their home communities.

CSP focuses on Community Solutions Fellows who are typically ages 26 to 39 and have demonstrated engagement and leadership potential. Selected fellows participate in a four- to six-month, U.S.-based professional fellowship that places them inside host organizations such as public institutions, government offices, state legislatures, social incubators, businesses, and nonprofit organizations. During these placements, fellows work alongside experienced practitioners on clearly defined issue areas where the fellow and host share mutual interests and can produce practical learning outcomes. The fellowship model is meant to be hands-on and applied, emphasizing real workplace immersion, exposure to U.S. civic and professional practices, and structured opportunities to build professional networks that can continue after the fellows return home.

A major feature of the program is its leadership development training, delivered through a robust online and blended format. In practice, this means fellows are not only placed in host organizations but also supported by a structured curriculum that develops leadership competencies, community engagement skills, and tools for designing sustainable initiatives. The program also places strong emphasis on what happens after the U.S. fellowship ends. Fellows are assisted in designing and implementing post-fellowship projects in their home countries, translating the fellowship experience into concrete community impact. This post-fellowship component is an important part of the overall theory of change: the exchange is not treated as a one-time experience, but as a catalyst for longer-term local initiatives, partnerships, and civic engagement.

In addition to bringing international fellows to the United States, CSP includes an outward-facing element that supports overseas travel for approximately eight to 10 American hosts and program alumni. The purpose of this travel is to work directly with Community Solutions participants on community engagement projects, helping deepen collaboration and reinforce project follow-through on the ground. This element signals that ECA is looking for a program design that supports two-way exchange and sustained professional relationships, not only a U.S.-based experience for international participants.

Eligible applicants include U.S. public and private nonprofit organizations that meet the requirements of 26 USC 501(c)(3), as well as public and state-controlled institutions of higher education and private institutions of higher education. The funding opportunity identifies an award ceiling of $2,500,000 with an expectation of one award, indicating ECA intends to fund a single implementing organization to run the full program. The opportunity was posted March 15, 2023, with an original closing date of May 15, 2023. A key submission rule is that ECA will consider only one proposal per applicant organization; if multiple submissions appear in Grants.gov, ECA will review only the version submitted closest to the deadline, treating it as the sole proposal from that applicant.
